What Determines Service Center?

I am sending my I-130 in a few days. Had a question about which service center I will send my I-129F to. I would like for it to go to CSC.

My current address is in Michigan. However, I will be graduating soon, thus the address where my spouse intends to live will (for now) be my parent's address in Maryland.

Which address (if any) will determine the service center? Thanks!

If you intend to move back with your parents after your graduation soon (is that in May of this year?), you should probably put your parents address in section B2(address information about you, the petitioner). This will also be the address where communication from USCIS will be sent....so if your address is going to be changing soon, you may want to have the more 'permanent' address of your parents reflected on the I-130 and have that address be the determinant of the service center.

But in that case I may end up with VSC. I'm thinking that when I move, I can file a change of address via the USPS to forward all mail to my parent's address.

Change of address with USPS only lasts for so long. what will you do after the mail forwarding expires. If your address changes while your petition is in process ,you are required to notify USCIS within 30 days of the move.

Will that cause my petition to be transferred to VSC?

I'm not sure if it will or will not cause your petition to be transferred.

Based on your address on I-130 form Chicago lockbox will send your case to Service Center and based on NOA1 of I-130 petition, you are going to send I-129F form to that Service Center.

It is up to use to decide which address you want to use for I-130. If later, Service Center differs (due to change of your address), most likely, your case will be transfer to New Service Center which may or may not delay your case.

From USCIS web site:

I-130: Where to File:

All petitioners filing stand-alone Form I-130 must submit their petitions to the Chicago Lockbox instead of a USCIS Service Center. Form I-130 petitions filed with the Chicago Lockbox will be routed to, and adjudicated at, the appropriate USCIS Service Center. This routing will be based on the petitioner’s place of residence in the United States.

Important: Any Form I-130 filed at an incorrect location will be rejected.

Petitioners who reside in AK, AZ, CA, CO, Guam, HI, ID, IL, IN, IA, KS, MI, MN, MS, MT, NE, NV, ND, OH, OR, SD, UT, WA, WI, or WY must file their stand-alone Form I-130s with the Lockbox using the following address:

USCIS

P.O. Box 804625

Chicago, IL 60680-4107

Petitioners who reside in AL, AR, CT, DL, FL, GA, KY, LA, ME, MD, MA, NH, NJ, NM, NY, NC, OK, PA, Puerto Rico, RI, SC, TN, TX, VT, VA, U.S. Virgin Islands, WV, or District of Columbia must file their stand-alone Form I-130 with the Lockbox using the following address:

USCIS

P.O. Box 804616

Chicago, IL 60680-4107

Any U.S. resident petitioner submitting a completed I-130 by courier/express delivery, should use the following address:

USCIS Lockbox

Attn: SAI-130

131 South Dearborn - 3rd Floor

Chicago, IL 60603-5517
