The Noa 1 is the paper you received with your case number on oct 17, 2008.

The Noa 2 is the approval from feb 13, 2009.

Normally you have to wait for the packet 3 in which the embassy ask for other documents you have to send back to them, before they give you an interwiew date, in package 4

NOA1 - Act of Notice where USCIS sends your case # and you can check it on USCIS's site. USCIS tells you that they have got your case and will be reviewed

NOA2 - Act of Notice that your case was reviewed and sent to NVC.

Then you have to get a letter notification from NVC where NVC will tell you that they are going to send your case to Embassy where interview will be and also you can see another case # for consulate.

All these acts will be sent to your lawyer. We got only copies of NOA2 and letter from NVC on hand. If you didn't hire a lawyer all originals would be sent to your mail address.

as soon as Embassy in Manila gets the packet from NVC with case #, they will send to your fiance packet 3 with instructions and list documents. Make sure that all documents your fiance has or will be to interview date, call them and schedule. As for us, our case is still at NVC but we are gathering all necessary documents for interview right now because it takes time too but we don't want to wait too long because we spend much time at NVC.

Get in touch with your lawyer. He should guide you through this. Another thing - Manila USEM does not send out packet 3 anymore. Go to the Philippines Forum and get some advise there.
