I dont fully understand what is a package 3 and 4 regarding the I-129F" can someone out there enlighten me?

YuandDan is correct. Manila does not refer to it as packet 3 and 4. check out the link YuandDan provide with

3238.html and scroll to the bottom and ther will be a link to the Fiance Visa Applicant's Interview Preparation Instructions.

just so you do not get confused, K-1's in Manila do not use the DS-230.
