I apologize on the behalf of the Canadian people for your treatment when reaching our borders. We hope that all visitors to Canada receive a warm and open welcome, and leave with a sense of the pride and pleasure we have in welcoming people to this fine land each year a wealth of Canadian-made products. It is unfortunate that this was not your experience - [Not wanting to jeopardize tourism] I wish to extend our sincerest apology for that. Truly, the CBSA officer or Immigration officer, obviously recognized the ####### did not recognize the gift that you were transporting into our country (they're very astute obtuse sometimes). I hope you will consider Canada on your travels again one day [because we really need the revenue]. - and bring a letter signed by my office (in Rideau Hall) - that you are to be welcomed into Canada with open arms, no searches, no asinine comments/questions, and of course a nicely chilled Canadian beer.

I was fired as head speechwriter. Governor Cattatude amended my first draft. Here it is.
