Could it bring us in trouble that he just became citizen, but had a greencard his whole life and lived there whole life ?

All USC citizens (natural born or naturalized) qualify to petition.

See the Department of Homeland Security's USCIS Field Offices for information on where you can file the petition.

Does that mean he has to go there and fill it out with them,= When it comes to formal english its not my world.

No it is called preparing the forms and assembling all the required evidence and putting it in an envelope and sending it via the Unites States Postal Service (or other delivery service if you so choose).

So when my Baby handed in everything in the states and it is applied, then i Have to do all the *** in Germany again ?

You need to separate the process into the two distinct parts...

The petition phase (done by the USC)

The visa application phase (done by the alien fiance(e)...)

What the consulate in Frankfurt is describing is basically the consulate phase... You CANNOT do this before the petition phase has been completed...
