Yes. Strap them on a seat with a TV in front of them. Turn it on to the Barney Show, and they'll come out singing "I love you, you love me, we are all a happey family..." with a smile on their face.

A punishment that should be civilized and within the legal bounds of the justice-dealing nation where the terrorism was in jurisdiction.

No death involved? Easy... massive reprogramming. Use them as reverse agents in their countries of origin. Kill them with kindness.
