yes, the USC can be appointed to be the agent. When NVC receives the case, they will assign the case number and they will send out the Choice of Agent form, known as the DS-3032. The Beneficiary can assign the USC to be the agent and receive all forms from the point forward. You can have this form filled out already with the beneficiary's signature and sent it out once the NVC line states that it has been mailed out.

an agent can be anyone the beneficiary appoint ranging from stranger to their own spouse.

what is the job of an agent? you may ask. an agent is a person who receive all mail that is mailing from NVC and let the beneficiary know of the update. agent can receive mail from NVC 3-4 times faster than the beneficiary can.

if you have a lawyer NVC will not send out ds3032 and all paper work will automatic go to the lawyer.

if you going to choose an agent choose it wisely. the person act as your agent is no one other than your own USC spouse, since he/she is the person know his/her case inside out.

it true that you can appoint other people but they don't know the case better than your own spouse.

If USC spouse is the agent of choice, then all the paper work goes from NVC to the USC spouse. Then how does the beneficiary in a foreign country signs any paper work to be signed? Thanks

The agent/USC in this case should send all papers from NVC to beneficiary/applicant to sign and send back. This sound as a very long term-procedure, to save your time you can check this link: http://www.visajourney.com/wiki/index.php/Jame%27s_Shortcut called
