How about enlisting the local junior high school band's brass section? And to show your neighbor you're a force to be reckoned with, have the kids chuck their mutes through his window.

I had a noisy neighbor and i banged on her wall when she was being too noisy and she moved out. :) no one else where i was living liked her either. but if this guy is your maintenance person it's a bit stickier... can you file an anonymous complaint with your landlord?

now i have a neighbor who smokes pot ALL DAY LONG and makes everything in the building smell like pot due the ventilation system. ughhh.
