How important is a spouse's level of English during the interview? My fiance speaks pretty good English (or we wouldn't have gotten as far as the fiance stage, right?). He is also enrolled in classes and working very hard to improve. My concern is whether he has to be proficient during the interview. Does anyone know from experience?

Timeline and accurate profile is critical to getting the country appropriate answer to your question. Generally, the couple's ability to communicate is a major issue at interview. It's "major" but easy to satisfy when there is a common language. You don't mention whether you speak her native language.

You can't do Consula Filling unless you lived in the Egypt for those last 6 months
Correct.

If you are a resident of Egypt, you may apply for an immigrant visa for your spouse at the U.S. Embassy in Cairo. You, the petitioner, must have maintained continuous residency in Egypt a minimum of the preceding six months in order to demonstrate residency to the Consular Officer.

Anything from none to pretty good. The issue is how you communicate. Do you speak his language? Do you both speak any language?

Interviews can be in the local language.

You may want to pose this question specifically in the appropriate regional forum for an Egypt specific answer.
