NoandJo, I petitioned for Meryll's I-130 (CR1/IR1) and I-129f (K3) before the July 30th fee changes. Currently, the K3 fee is included in the I-130 fee of $355 so you do not need to send in money to petition for a K3.

One thing to remember is that your timeline will begin again when submitting a K3. Some things to consider is the 4 to 6 month processing for an I-130 at the NVC and if your Embassy takes longer to schedule an interview for the CR1/IR1. The Canadian Embassy is a good example on waiting time differences for CR1/IR1 and K3 visas.

I would like to know what important documents you sent in your spouse here in the philippines before she got interview in U.S Manila Embassy, my U.S citizen husband filing for k3 now since the IR-130 takes too long, my options is to get a spousal visa which is k3 as non-immigrant same as you did to your Filipina wife...im cunfused about k3, thats why im asking help to those who are done filing for k3...we got our receipt I-797c Notice of action for IR-130 then now my husband filing for k3 and we have to wait for few months again for my interview whew sigh....its a long wait but its worth it sigh....i want to be with my husband and start family together...

How long you wait before you get your wife from Philippines?

I sent .9 kilos worth of docs including copies of everything sent to USCIS, copies of everything received from USCIS and NVC, 1.5 years of Yahoo chats, 2-Ds-156, 2-Ds-157, I-134 with Tax Transcripts and all supporting docs, joint bank account statement, 15 pictures, etc.

The interview took 295 days from the NOA1 and we are still waiting for DELBROS to deliver the visa.

It now appears the celebration was a little premature. Meryll received a document simular to a RFE, but now documents are checked.

Since the US Embassy Manila (USEM) was closed yesterday I called the Department of State. The Visa Expert (?) stated no documents are being required and the visa is under review. It appears we sentenced to AR hell.

The reasons for Administrative Review can be for many different reasons. But, my hypothesis is that it is for document verification. The USEM strongly suggests a document verification fee be paid at least two weeks before the interview and then to text DELBROS with the reciept number. The man at Window 37 asked Meryll to pay the visa document fee a second time and the top of the form is written fee paid. The fee was paid on January 7 and DELBROS was texted. This was a month before the February 6 interview.

It makes more sense to believe the process is working poorly and petitioners are punished as a result than to believe the US Embassy is deliberately trying to collect the fee twice.

Thanks Divine, they do love to test our devotion and fortitude. I am contemplating contacting Conda Lisa Rice's office on the issues of document verification and lack of ADA compliance at the USEM. We are not the first this has happened to.

You are probably too young to remember the episode of Taxi where Latka and his wife went in for an interview for a green card. They started to argue loudly during the interview and finally the consular yelled that's enough. Both Latka and his wife had thought they were denied. The consular said, "Anyone who argues like that has to be married. Approved."

Too bad this process is not that simple.

Ed, I am truly sorry you are both stuck in this process :( At least you have some idea why though. Are you going to continue trying to contact the USEM? I am still sending positive thoughts your way until this is resolved :)
