From were do we get the copies certified in order to send to NVC? in our country we get certified [attested] from govt: officials, will the same be enough or should we approch the issuing authorities?

I'm sure someone who has applied for documents in India will be along to give advice, when an issuing authority is available it is always a good choice as that is what they require. You might want to check out this page (need to scroll down a bit for document descriptions):

dont know about india,but in pakistan in our case we sent original marriage certificate in urdu and english +one copy attested from ministry of foreign affairs.other documents like original and copies of birth certificate,photocopy of passport were just notarized.all the best :thumbs:
