Apply for a Visitor Visa.

A K1 would only be possible if her BF is a USC.  She mentioned that he's an immigrant.

 

Her boyfriend can not sponsor her for anything.  Her husband can file for her, but she wouldn't get to stay in the US with a visitor visa for 2 years while waiting in the F2a category to be current.
