Checking immigration fee? (split topic)

Hi to everyone.

If someone had this problem, help))

I have a permanent resident visa, (greencard). Before arrived in US i paid the immigration fee 165$. After i arrived in US, after 3 weeks (today), i receive a mail form USCIS, that contains a information: we cannot process your packet or produce your Permanent Resident Card until you pay a required USCIS Immigrant Fee. :D What?!

When i paid this fee, after that, i receive a email from pay.gov which contains:” Your payment has been submitted to Pay.gov and the details are below. If you have any questions or you wish to cancel this payment, please contact National Customer Service Center at 1-800-375-5283.”

And below was information Tracking ID and Agency Tracking ID , also information about Transaction Amount, Name etc.

How and Who check this immigration fee? Why i received a mail from USCIS to pay this fee (it seems a second time)?

How to give proof about payment?
