If you are mailing within the US, then they should receive it within 5 days. Also, a lot of government documents go by the date the letter was postmarked versus actually received. But don't know for sure if that's the case for RFE'.s

Did you get an RFE notice on your Case Status page online? Just wondering in case that mail may get lost.

yes my online status updated to this -

On April 22, 2015, we suspended processing of your case, Receipt Number my number, because we need more information from you. Your notice explains what we need from you to resume work on your case. We will not take action on your case until we receive the evidence or the deadline to submit it expires. Please follow the instructions in the notice. If you do not receive your request for initial evidence notice by May 22, 2015, please go to www.uscis.gov/e-request to request a copy of the notice.

i only recently received it though and due to waiting for my father in laws birth certificate to come back i haven't been able to mail it until now. they asked for his birth certificate as a co- sponsor i plan to mail is Tuesday coming since i cannot Monday due to memorial day and yes im in the USA as VWP over stayer who got married after my husband proposed and asked me not to leave again.

April 22 + 87 days = July 18

Your letter should easily get there before July 18.
