For Philippines IR-1: Can I use a LCR (not NSO) birth certificate?

For the I-130 package, I need to include evidence of bona fide marriage and was planning on using our daughter's birth certificate. However, obtaining an NSO birth certificate can take up to 2 months and I'd like to start my IR-1 process soon.

Should I wait for the NSO copy, or; should I use the LCR copy, or: should I use an LCR copy with a note saying that the NOS copy is being obtained?

Thanks in advance for your feedback!

When was the child born? It can take up to 6 months from BC filing to get the NSO version unless you apply for expedite a.k.a advance endorsement at the LCR.

Once you have the NSO version it's easy to get succeeding copies. You can get it right away if you go to NSO or a few days if you order via phone or online.

As for the i130, yes the certified LCR BC should suffice because you're only using it as proof of your relationship.

For I-130 NSO version of anything is not requirement because that doc is handled (or mis-handled) by USCIS.

When your case gets to the NVC, they used to require NSO originals of everything... MC, BC, etc. In Oct 2014 their policy was changed in that photocopies would be acceptable but originals would need to be presented at USEM interview. I still think you need the NSO and not LCR versions but at least you can use the net to move the files around and not LBC, FedEx, DHL.

Yes. All correct, except

But he's only using the document in question as further proof of a bonafide relationship, like a stack of pictures or a chat log, and not as a required I-130 document or NVC document as the BC is that of a child that is a U.S. citizen by birth.
