What I mean by third country police clearance is that it is the police clearance NOT from the US or Philippines, but a country where the Filipino has worked not related to the US or Philippines, for example Dubai, Hong Kong or Syria. From my perspective as American, the US is the "first country", Philippines the "second country" and any other country would be a "third country", but it really means any country other than the Philippines from a Filipino perspective.
