if i dont receive packet 3 from juarez consulate. can i pay visa fees and schedule interview? then get packet 3 over there ?

Hello! My invitation letter, the one showing my case/invoice #, (that # starts with CDJ....) didn't arrive right away to me, actually it arrived first to my fiancée, he typed it for me so I could start checking on the links in there, What you need to file DS-260 online are you Invoice# and Beneficiary #, those you can get over the phone at the NVC which ph# is 603-334-0700, eventually my own invitation letter arrived...about 30 days later, but I already had a copy of the one my boyfriend got.Hope it helps

Yes. If the letter does not arrive to the petitioner or beneficiary before your appointment, then you can go early on your first day in Juarez to the information window at the consulate and tell them you never received one and need it for the medical, ASC and K-1 interview.
