  5. Ukraine Loses Its Way 4bbf0b129852b2c.png

PRAGUE - Since the election of President Viktor Yanukovych in 2010, Ukraine has experienced a significant and alarming deterioration in its democratic framework. Fundamental tenets of a democratic society, such as freedom of expression, freedom of assembly, and freedom of the press are increasingly coming under pressure. And the prosecution of opposition members, which has now culminated in the arrest and detention of former Prime Minister Yuliya Tymoshenko - during an ongoing trial that most of the West has deemed political - seems to confirm that the rule of law is being brushed aside. Given Ukraine's strategic importance, the country's fate has become an urgent matter of concern not only for Europe, but for the entire international community. Among the most worrying factors underlying Ukraine's anti-democratic turn are the following:

richard_von_weizscker.pngConsolidation of power. After Viktor Yanukovych's election last year, the Constitutional Court rescinded constitutional changes made in 2004 as part of the settlement that brought about a peaceful end to the Orange Revolution. By doing so, a consensus was reversed that aimed to reduce the presidency's powers and move toward a more parliamentary system. Instead, Ukraine's president is now increasingly consolidating his total control over the executive, the legislature, and the judiciary.

Endemic corruption. Corruption is widely believed to be endemic in the country's police, secret service, administration, government, and Prosecutor's Office. On Transparency International´s Corruption Perceptions Index 2010, Ukraine scored 2.4 on a scale from zero (highly corrupt) to 10 (very clean). Efforts to combat corruption are at best half-hearted and are not bringing any apparent results. Corruption cripples the country´s institutions and the government´s inaction on this problem is also having an economic impact.

Increased Security Service (SBU) activity. Evidence of increased SBU activity with political motives was presented in various human rights groups´ reports. Individuals, NGOs, and journalists have been either overtly threatened or placed under surveillance. For example, in July 2010, Nico Lange, the head of the Ukrainian office of the Konrad Adenauer Foundation, was detained at the Kyiv airport after publishing a critical report on the process of Ukrainian regional elections (the incident was subsequently presented as a "misunderstanding"). In September, SBU searched the offices of organizations funded by philanthropist George Soros; in October 2010, the offices of the Vinnitsa Human Rights Group were also searched by police without a court order.

Harassment of opposition parties and independent media. The ongoing criminal proceedings against opposition politicians, including Tymoshenko, together with the impact of changes in the electoral law to favor the president and his supporters, are weakening opposition forces.

desmond_tutu.pngHarassment of the independent media ranges from administrative obstruction to much worse. The disappearance of Vasyl Klymentyev, the editor-in-chief of Novyi Styl, a newspaper which focuses heavily on corruption in the Kharkiv region, has never been fully investigated. Most television channels are in the hands of four groups, most of which have close links to the ruling Party of Regions. Valery Khoroshkovsky's continued ownership of Inter Media Group, in addition to his roles as head of the country's security service and as a Council Member of the National Bank of Ukraine, is an obvious conflict of interest. Overall, there is clear evidence of a decline in media pluralism since President Yanukovych came to power.

A weak civil society. While observers believe that further harassment of NGOs is constrained by the administration's wariness of international reaction, particularly from the EU, the operating environment for civil-society organizations remains extremely difficult, and they have no opportunities for genuine inclusion in policymaking.

Ukraine has reached a crossroads. One signpost points towards democracy; the other towards autocracy. The former path leads to membership in the European Union; the latter would take Ukraine to a darker and more dangerous destination. Millions of Ukraine's citizens favor EU membership, but their enthusiasm is tempered by the absence of a clear EU policy towards Ukraine.

Meanwhile, the administration of President Yanukovych proclaims its willingness to join the EU, but has failed to introduce the changes needed to meet the qualifying criteria. As a result, Ukraine is unlikely to be invited to start membership negotiations anytime soon.

It is in the EU's vital interest to strive for a far more active policy towards Ukraine than it has so far. The current Polish EU presidency should hark back to the origins of Poland's thriving democracy, and recall the essential support that it received from the West a generation ago. A similar effort is needed for Ukraine today, and that effort should not be set aside for reasons of political expedience, or, for that matter, pursued for reasons of simple economic self-interest. We urge the EU and its member states to insist that the rule of law is respected. At the very least, the EU should demand that Tymoshenko and the other opposition leaders are set free on bail so that they can more vigorously defend themselves in court.

  6. Ok so i called nvc they had recieved my aos and ds230 package and found a fault with the ds230 form, i reviewed it again and cant believe i did but found the flaw also, it was question 30 on the ds 230, so what do i do now? does my husband have to send me another signed ds 230, that will take to long, can he print one, scan an email it to me, also when sendn in a rfe document what do u need, the barcode? i dunno, so confused just wanna get this done tomorrow an get back on track, so upset, this will really slow us down by weeks now :( somebody please help

I also had RFE for same thing.. I had my wife sign 5ea DS-230 so if there was a mistake I could redo it fast.. You need to send with the barcode.. You can send the barcode off the Website or you can wait until they also email a barcode with the RFE... I would call NVC and ask if you actually need another signature.. Perhaps they will let you do the DS-260 online form...........

I sent my RFE back the next day Priority Mail and I was only delayed 5-7 days..........

  7. OK i have one question that i have already sent mine and co sponsor most current tax transcripts to NVC does my wife still have to bring them at time of interview in Islamabad embassy will they ask for them cause i sent her mine only not co sponsor since i didn't have one n her interview is in couple days plz share any advise here thanks.

I know they asked for my wife to bring my 2010 transcripts.. When she went to interview they never asked to see it.. I would take just in case. It takes 1 week to get the transcript from IRS..... Then just scan and email it

  8. Timeline is based only on the people who fill out their timeline on these forums.. I know I have seen people get NAO2 in 60 days. It took me 150 days.. They say 5 months.. If you get approved in 90 days that is great .. but then you will bog down at NVC.. Many of these people who were appproved NOA2 in 60 - 90 days are waiting 30 plus days at NVC to get a case number.. I got mine in 8 days..

Be patient the process will take its course

8 months is not a horror story.. My wife got her Visa in 8 months and 1 week. From the beginning people on this forum told me it was an 8-10 month process

  9. Saakashvili on Fighting 'Russian-Planted Slave Mentality'Civil Georgia, Tbilisi / 21 Jul.'11 / 02:42

    [/url]

    SaakashviliSkiingDiving.jpg

TV grabs showing (left) Saakashvili in Sarpi, Adjara Autonomous Republic, where he dived, just after skiing (right) in mountainous region of Svaneti on July 19. "After skiing at about 4,000 meters from sea [level], we are now diving - in which country else can one do that?" Saakashvili said. President Saakashvili said that major development projects in Batumi and other parts of the country was contributing to destruction of "slave mentality", which Russia was planting for years to make Georgians believe that they are losers.

Saakashvili made the remarks while speaking at a ceremony of opening Radisson Blu hotel in Georgia's Black Sea resort of Batumi on July 20.

"Today is a historic day for this city and a very important day for Georgia's most important sector - tourism." he said. "Not only an architectural masterpiece is being opened here, but, what is the most important, something that will really turn into a symbol of Georgia's success, Georgia's development and Georgia's better future."

He said the new Radisson hotel in Batumi would be followed by other international brands like Holiday Inn, Kempinski, Novotel, Hilton, Conrad, Ritz-Carlton and others.

"I am saying this for those, who do not believe, that it is possible to do it in Georgia and for those who do not believe, that Georgia is really a special country," he said.

Saakashvili said that skeptics, who do not believe that it would be possible to turn Batumi or other places in Georgia into European standard resorts, "are classical archetypes of a slave created by Russia in Georgia."

Saakashvili said that this "slave mentality", involving a wrong notion as if Georgians "are the most retarded and losers" was "planted into our brains" for hundreds of years by Russia. He said construction and major facelift process ongoing in Georgia was now destroying this mentality.

"By the way I was in Nice [France] few days ago for a business meeting and I want to tell you, that even already today Batumi with number of components - public spaces, cultural centers, green space... is better then Nice and in two-three years it [batumi] will be better than Nice and Cannes with all the other parameters too," Saakashvili said.

He said that population in Batumi would increase to 200,000 by early next year and to 500,000 by 2015. Currently about 124,000 people live in Batumi, according to the state statistics office.

"My goal is to make all these developments irreversible," Saakashvili said.

"The country, whose territory's 20% is occupied, the country which is threatened every day... has turned into an example of the most dynamic development and reforms in the world. It happens because the government is not stealing, not a single minister, thier deputies or gamgebeli [head of the provincial districts] are corrupt... and if there is still someone who is [corrupt], we will find a proper place for them," he said.

  10. Myself and my wife got married in Caribbean.

We have taken pictures of civil marriage , sightseeing in Caribbean . Also have Hotel receipt showing we stayed for 5 days. We have been calling, mailing quite regularly and have records. But i think we will have bit tough time to prove our bonafide since we got married at our first meet. We met through indian matrimonial website and spoke each other see each other in yahoo messenger(but no records that we see video) and decided to get marry without meet in person. any suggestion how can we prove our bonafide marriage.

I met my wife on Internet. We skyped for 18 months then I made a trip to Georgia to meet and meet the requirement of the Fiance Visa

We decided to marry then and there.. She was approved for her Visa last week..

We are an older couple so not sure if that makes a difference..

  11. After a long plane trip with a very active 2 year old, we are finally home :) Since the three of us had tickets at the end of plane we got to the border patrol/immigration line almost last...Things moved rather quickly though; after about 20 min or so we were presenting our passports to the immigration officer, he asked me for my packet from the Consulate and asked us to follow him to the office. While my hubby was getting our luggage, I waited in the room. It took 20-25 minutes or so. Very nice immigration officer came out of the room, asked me to sign some forms, took my finger prints, and welcomed me to America. Very easy and stress free :)

    It seemed to go smoothly

I hope when my wife comes it goes as well..

this is our last hurdle.. POE

  12. Congratulations. What did she say she loved about you...? At the point of my interview I'll probably start bawling my eyes out if they ask me that - it's been too long away from him and I even miss his snoring now!!!!

LOL she tells them i am a gentle husband, I buy flowers all the time, I buy her son a guitar lol they probably thought I was a sugar daddy...

  13. My wife passed her interview.. It was like 10 minutes.. They didn't want to see any documents. They ask only few questions..

    1. Where ex husband lives?

    2. Why 19 year old son not go America now?

    3. Where you meet husband?

    4. What you love about husband??

    5. Your husband understand your english?

LOL wife tried showing all her picture album, interviewer just nod and grin.

They finally tell her you have your visa and my wife was still trying to show more pictures etc..

They took passport and it will take 8-10 for her to receive visa and documents from DHL..
