Ordinarily, no, you cannot. Where your spouse currently lives determines where he/she can apply and that too can't be a temporary residence. For example, if she lived in Bangalore she has to go Chennai. If say she has a job in Delhi and has been living there, say 6 months, then she can apply in Delhi. The onus on proving the permanent status of her move to Delhi will be on her. I wouldn't even attempt to this, it potentially can unnecessarily delay things.
