    At the k1 interview in Moscow, it did show very serious intent. They did not look at the emails, phone record or photographs. They saw the marriage license and supporting papers for the marriage. They checked the support papers. Ask her a few simple questions and told her approved.
    You are not giving correct information.

    We did a proxy wedding as we waited for the k1. If you need help with process we will be happy to help with some suggestions.
    The K-1 forms and information on the site do not cover the unconsummated proxy wedding. I suggest the following information be added.

    In all dealing with the government always give them a copy of the above and ALWAYS GIVE THEM A COPY OF THE FOLLOWING:

    9 FAM 40.1 N1.3 Proxy Marriage
    9 FAM 40.1 N1.3-1 Consummated
    (CT:VISA-1000; 09-03-2008)
    For the purpose of issuing an immigrant visa (IV) to a “spouse”, a proxy
    marriage that has been subsequently consummated is deemed to have been
    valid as of the date of the proxy ceremony. Proxy marriages consummated
    prior to the proxy ceremony cannot serves as a basis for the valid marriage
    for immigration purposes.
    9 FAM 40.1 N1.3-2 Unconsummated
    (CT:VISA-1165; 03-06-2009)
    A proxy marriage, that has not been subsequently consummated, does not
    create or confer the status of “spouse” for immigration purposes pursuant to
    INA 101(a)(35). A party to an unconsummated proxy marriage may be
    processed as a nonimmigrant fiancé(e). A proxy marriage celebrated in a
    jurisdiction recognizing such marriage is generally considered to be valid,
    thus, an actual marriage in the United States is not necessary if such alien is
    admitted to the United States under INA provisions other than as a spouse.

    9 FAM 41.31 N14.2 Proxy Marriage
    (CT:VISA-701; 02-15-2005)
    A spouse married by proxy to an alien in the United States in a
    nonimmigrant status may be issued a visitor visa in order to join the spouse
    already in the United States. Upon arrival in the United States, the joining
    spouse must apply to the DHS for permission to change to the appropriate
    derivative nonimmigrant status after consummation of the marriage.

    If the proxy marriage (unconsummated) does not confered by Immigration the status of spouse, then you can not apply for a K-2/CR-1. The immigrating spouse need be processed as a nonimmigrant fiancee (K-1). The couple are legally married at the time of the proxy wedding. They need to comsummate the marriage within 90 days after POE. If marriage is consummated before POE, cr1/k-3 is used because status of spouse is confered.
    You will also need to bring the details to the adjustment of status interview. Save every paper from the wedding and bring to the interview. The Columbus Oh office did not believe a Texas wedding was even legal if done as a proxy. They also needed to be given a copy of the U.S. Department of State Foreign Affairs Manual Volume 9 information of the proxy weddings with link to offical government website.

    We filed for the name change on the i751. All her uscis mail is coming in the married name. The new green card was mailed today. We assume the married name will be on the card.

    hobbitofohio!!! Congrats!! That's fantastic... You're the second June approval.
    Wonder how the USCIS processes these applications... seems like there were 13 applicants ahead of you.
    Anyway, that's a good sign. Hope the rest of the applications get processed as fast :-)

    Proxy weddings are valid for immigration from date of wedding once it is consumated. If we had waited for the visa paper work to process and got married in the USA in person my step daughter could not come as a following along child. My step daughter was turning age 18 before my wife could join me in the USA. Once she was age 18, my wife and I not married then we would have needed to file for my step child as an adult child. So a proxy wedding made it easier to get my step daughter here.
    My wife's exhusband also would not sign papers to let my step daughter leave Russia. My stepdaughter could not come to USA till age 18 to join. The timing of her travel to join us was made easier because the visa for my step daughter would need to be issued with in 12 months of my wife's visa. We did not have to worry about the exact timing of her coming, the need of papers from ex husband or her finishing last year of high school after arriving.
    I hope my short version of why is not to short to follow.
    By the way on the lighter side, my step daughter goes to embassy in Moscow for visa interview as a following child. She goes alone. Her mother is in USA and at 18 is able to travel without a problem. At the embassy, the other Russians assumed she was coming to the USA to married. Her paper work for the interview was about 20 pages. She was waiting for the interview with the people waiting for k1 visas, The other Russians would sit down with large piles of pages near her and see her small number of pages. They told her she need more document for the visa. She did not answer them. She had the interview and was approved. As she left, she walked by the people who had told her she need needed more documents. She smiled and said, I was approved. At that point a few faced looked shocked. (My step daught can tell the story had make people laugh. I am not so good at it.)

    When I first mailed the k1 forms, I did not use tracking or have it signed for. After one week I started looking for the check to be cashed. Nothing happened for months. So I needed to resend everything and this time I did it over night with tracking. I have no idea where the first set of paper work ended up in the system. At the time my wife was not very happy with me. We lost months waiting.
    I would never recommend doing anything but mailing with tracking. I can believe he dropped it off at the office. The problem is they are not set up for that. They are setup for it to come in the mail. 8 years ago I worked for a bank processing credit card payments. If it was not mailed with the return stub, it was a mess. We had no way to take a walk in payment. A walk in payment might be taken, but getting into the system correctly would be a problem. I assume the same is true with government. He was trying to save time and money of the postage. It did not work. I would suggest you trust him and make sure in the future everything is mailed as instructed.

    Food and cooking are major adjustments. It is never easy and takes some effort.
    When my wife came to the USA from Russia, she had learned much english. However, she knew very very few food words. So I cooked the first few days 100%. She was very upset, not with my cooking, but with not being able to do it. After a few weeks she could do it all. I picked up a few cookbooks on Russian foods. With those we were able to create food that tasted like her home.
    There were few problems with food. The hardest was the onions. The type she was use to were very mild. Here they were much stronger.
    I had spent a total of about a month in Russia before she moved here. I had eaten the main dishes of she was use to and told her my favorites. Even doing that we had adjustment. One year here, we are able to match the taste of Russian food from her home town. We cook a mix of foods. Some meals are all Russian, some all USA.
    Hang in there, it is a learning experience for both people. It really does get better.

    When it will cost getting hired for a job because work approval is delated, in this job market, it is a very big deal!!!!!
    The debate in Washington is between millionair congress/exec and oligarchs over who gets what. So spare me the "bigger than you or I" stuff. The people who control 80%+ nation's wealth are not paying for 80%+ of the expenses. So they run us in debt and now want the balance of the wealth owners to pay the bill and suffer the results.
    Besides, the visas are funded like the post office by the customer. However the postoffice will be open.
