  2. I am trying to help my friend to get her kids SSN and for them to get US passport. I will list her situation below:

    • She is a US citizen before the kids were born.
    • Kids were born in the Philippines
    • The father is from Iceland and he was able to get the kids an Icelandic passport using their Philippine's birth certificate
    • My friend is still married to the Father but technically not together anymore (Father is in Iceland now)
    • She wants to get SSN for the kids but Father doesn't want to sign anything.
