You aren't the first to need the "intent to re-locate" route from the UK.  I don't see a big issue.

3 for the spouse of a US Citizen, but meeting the minimum is not your goal.  You mention wages.  Those mean nothing unless they will continue from the same source in the USA.  Otherwise you enter zero income.  The question is about the income you will be using to qualify, not just your income.  If you can't use it to qualify, it's zero.

Have you filed US income taxes and did you file I-130's for the kids?

I would apply with 2023/2022/2021 taxes. If she made suffcient income for those three years you should receive DQ with a note stating a joint sponsor might be needed at interview.
The last time I checked DQ to interview is 1.5 to 2 years at Islamabad so you don’t want to draw out the I864 process too long to where domicile also becomes an issue.
Source: husband and I were DQ and he noted a zero income on the I864.

Assets is 3X for USC sponsoring spouse (3 years to citizenship not 5…)

Income is relevant if you can show it will continue after you relocate to the US. So, online job based out of the US or job transfer for USC or beneficiary can and has been used at London Consulate. Not sure about Islamabad…

In reality, they will probably be processed together, as the files are electronic now.  That said, yes you wait for the slowest before proceeding at NVC.

If your liquid assets (as defined in the instructions for the form) are clearly well over three times the income requirement, then state them and document them.  State your "current income" as the amount on the offer letter and include the offer letter.  Your spouse should be prepared to clearly explain, if asked, that you had a job transfer but have since accepted a different offer from another employer.  Consular Officers have plenty of leeway to make a judgement call on these matters.  Some member see using assets as some kind of "complication" but there's a place for them on the form, for a reason.  Do understand though that they must be liquid and documented as held for more than just a few months.  Best to send five statements or sets of statements, ones from 12, 9, 6, 3, and 0 months ago.
