You still have to get through that NVC process and get an interview. From the interview, you will have 6 months from the date of the medical for your partner to come across the border. You just have to cross the border after your 2 year anniversary. We did 2 years +1 day.

It is easier to not have to remove conditions. WAY easier.

You can look in my signature and visit the thread for Montréal consulate IR/CR interviews and a link to the tracking spreadsheet. If you want to be added, ask in that thread for Hawk Riders to add you.

It's even weirder to me that they'd be OK with her entering as a visitor when there's very clear immigrant intent with the IR-1 visa. The reasoning just does not add up. Agree with the others that it sounds like CBP messed up here unless there's more to the story we don't know about.

So, she's currently in the US as a visitor and has a valid IR-1 visa in her passport?

Plenty of people enter the US days, weeks or even months after getting the immigrant visa. As long as you enter before it expires, it shouldn't be a problem.

If you are already NVC DQ'd they should have sent you the German consulate Case ID which you need to bring to the medical exam along with the DS-260 confirmation page. Since they don't give you a sealed envelope after the medical exam anymore the Case ID is needed by them to enter your medical results in their "eMedical" database. The consulate has access to this database and during the interview process they refer to your record using the consulate Case ID. At least this is how it worked for my case.

Anyway, don't make the medical appointment too early because you can only enter the US with your immigration visa within 6 month after the medical exam. If you are not DQ'd yet I would wait for it if I was you. If you use the Doclib system to manage your medical exam appointment my experience is that there are a lot of early dates available because people have canceled their appointments. You can sign up there for receiving a note whenever an ealier date is available.
