NOA1 is always a notice that they received your application or petition nothing more, it is just a "Receipt" letter.
Sounds like good news the second letter, they have re-opened your I-485 case.

Hello!
We sent the I-290B application for appeal on february 17th.
Well, 2 weeks later we received the NOA1 for the appeal application,
but today after 2.5 months of waiting we got a letter saying that the previous denial was withdrawn and the I-485 was reopened.
It's a bit confusing, because i thought that the NOA1 meant that the case was reopened.
What was your letter saying after you sent your papers back? How much later did you get your GC?

Since this thread's been bumped, it's brought it back to mind... Any updates? What happened next?
I didn't wind up going to an infopass.
Instead, we spent all day putting together financial information and we included all sorts of papers just in case.
Than we completed the appeal form, and we also wrote a letter explaining what a big misunderstanding happened.
Besides, we made a waiver request and an expedite request all based on the fact that my husband is the only one working and supporting both of us, and not only we would be happy if i started working, but we can't pay the $600 out of nowhere, because the budget is tight.
We got a reply 2 weeks later.
Our case reopened and they accepted the waiver request.
It was a huge relief, although we're conscious that it'll probably take around 6 months for them to process the case...
Anyway, now i'm trying to check the status of the I-290B on line and it says that the case does not exist- that's weird, but i heard this has happened to people- so we're just waiting.

Absolutely print it out and take it to them.
It always pays to double check with the actual rules when the DMV tell you something. I had similar issue with the GA DMV - we were at the office to change my wife's name and I asked the guy what I would need to show to get my DL and the guy basically suggested I-94 with 6-months validity or green card or no DL would be issued. I thought that was fishy, checked myself and indeed he was completely wrong (although I did have to wait for my EAD and SSN).
When I eventually went to get my learner's permit with what I knew was valid documentation, he wanted to send me away again because he decreed that a (very recent) tax return wasn't proof of residency. I showed him the driver's manual where it states a current or prior year's tax return is is valid proof. He then went to ask his supervisor and promptly returned slightly red-faced and said "that will be fine, sir." Small victory
So if you think they're treating you wrongly, quote their own rules at them (with a copy of the state driver's manual, preferably - documentation requirements should be in there). Failing that, insist on speaking to a supervisor and above all, never take their word for it without checking for yourself
[edit to add] Just read this thread though and maybe you're in a no-win situation at the moment because I wonder if technically your AOS isn't going to be 'pending' again until they re-open it?

Just called DMV.
No state ID will be issued as long as the GC will not be approved.
Assuming you're in MO, they fibbed to you (or at the very least weren't exactly clear)
Have a read of this document: http://dor.mo.gov/mvdl/drivers/idrequirements.pdf
The very top of page 4 is what you're looking for - says clearly that AOS applicants are eligible for drivers licenses and state IDs provided they have "Immigration documentation indicating status, and one of the following: Employment Authorization Document or Passport"
Reading that, you should be able to get a DL with you AOS NOA1 and unexpired foreign passport.

The problem is you can't fight with the DMV stuff.
They didn't want to extend my permit last fall and i don't see how will they issue any kind of ID given the fact that nothing changed and i've got the same documents did 4 months ago.
Unless i could put this http://dor.mo.gov/mvdl/drivers/idrequirements.pdf on their table.
I wonder if that would help...

Some cases just wont show up online. Our AOS has never showed up online and we just passed the interview yesterday.

Long and sad story about my attempts to get a legal status and a working permit...
I'm not going to go into details, but i'm trying to check the status of my appeal case on-line.
The number starts with MSC just like the other EAD and GC applications, but for some reason it tells me that i'm trying to register a case that does not exist.
Is it possible that USCIS website simply don't deal with the appeal and motion requests?

Before i got my driving permit, i went and got my State id, i had to bring, my NOA for the AOS and I-94,Passport, my birth certificate translated, our marriage certificate ,social security card and everything what i could show... and they issued me a State id same day...thats all..They had no reason not to give me one

I got a question.
What kind of a valid ID with a picture can i get while waiting for my GC?
I've got my driver's permit, but it expired a few months ago.
So long, nobody has had any issues with my ID, but on the last saturday i was refused to receive a casino ID, because my driver's permit was expired and i didn't have anything else to show.
Could i get a state ID, or maybe there is something for people like me- in the process of getting a GC?

I'm totally on the OPs side with this. If I'm reading the OP's description of events correctly, USCIS changed the status of the case to "Response received and processing resumed". If the response was not what they wanted, they should NOT have done that. Further, they should obviously have sent another RFE - it's just common sense. Further still, the OP made it quite clear that they honestly believed that they had answered the RFE adequately and that they only found out that they hadn't from the denial letter.
The people suggesting that it's the OPs fault should have a little heart. Of course it's technically their fault - the law is the law and all that but us ordinary people are not experts in immigration law, nor are we experts in understanding the finer points of RFEs and we all make mistakes. Show some compassion, guys.
FWIW, I totally agree with the other less judgemental advice that's been given (1) make an InfoPass, speak to the immigration officer and very politely explain that you really didn't know that you hadn't answered the RFE correctly and that the case status in fact suggested that you had. (2) contact your local congressman. The US citizen may need to do this. They should be able to explain your options and can help by liaising with USCIS on your behalf.

Listen to the people advising you to make an InfoPass appointment. As for the people basically telling you that you shouldn't have made a mistake just ignore them. I also made a minor mistake early on in my K1 process and it set us back 4 months. Sure I made the mistake but the fact that I lost 4 months while my petition collected dust on some clerks desk upset me as much as your situation is upsetting you.
Take a deep breath, relax & make that appointment.

I saw that you want to send some papers in today.
I hope that you can just go to Local office and try to talk to IO with all the documents in hand. Tell them that you don't really know what to do and really need their help (with good attitude). They may give you a Walk-in ticket to talk to IO there.
If you can do that before you send out the papers, it will be better and you can be for sure that all the papers sending in are correct.
Calm down and talk to the IO in local office... They are really helpful since I talked to them many many time and I even walk-in and asked them about the RFE's.

You have been given some very good advice in this thread about what you can try to do to correct your mistake. But your continued blaming USCIS for your error is not going to help you resolve your issue.
Look, i'm not asking you to be sympathetic, i DON'T NEED YOUR APPROVAL whatsoever.
If you don't get the whole idea of what happened, than i suggest you keep your judgemental attitude for yourself.
