That is not soooo, it has nothing to do with home country. It has to do with visa category being current for GC spouse to process I-485.
That means that your I-485 was transferred to Vermont

Her lawyer can email Vermont. Due to COVID Vawa unit not answering the phone.

You can submit a copy of the receipt and ask the officer tô put on hold the l485, but if your spouse withdraws the sponsorship the officer will deny the l130 and l485, even with your request .

It varies, I did not get my first PF until 6 months after I sent petition in.

Prima facie don’t have timeline some get PF and some don’t, a lot of people didn’t get PF and their I-360 cases got approved that includes me

Hard to say because not everyone gets PF. I got mine exactly 60 days after I applied but this was right at the start of the pandemic so unsure how that has affected their timeline. So it could be that yours is just delayed or you aren't getting one but impossible to say which for sure.
