Same here. PD July 4th, 2019 CSC. Transferred to Nebraska 02/23/2020. Submitted out-of-processing times inquiry- got a familiar response - case under review.

When was the last update date on your account ? They won't even tell me when it was transferred - last update on my account is Feb 23 and I just found out couple of weeks ago.

Same boat...transferred to Nebraska. No notice or emails. Verified by calling them and the messages.

Yes, that's the timeline.
I'm not sure if there is a variance.
I believe it resets your line if you upload something new. First submission doesn't hold its place.
