Just make sure you have tracking. I have used FedEX, USPS Priority mail both got there next day got my notification email and tet. It's really about how much you want to pay.
Don;t forget your G-1145 notification form on top with monies attached.

If you use USPS, you need to send it to Dallas address, as it is a P.O. Box address. Courier services do not service P.O. Box address, so you will use Lewisville address.

Like the Instructions say is sending through the post office it's the Dallas address. If sending Express or other courier's (DHL, UPS, FEDEX) then it's Lewisville.

He will interview where he physically lives. In fact, I don't think he can interview in Congo even he wants to, unless he can provide proof that he lives in Congo and the US Embassy in Congo accept him.
