We have seen issued visas in 1, 2, 3 days and 1-4 weeks and 1 year to many years that are stuck. There isn't anyone that can tell you why yours iui s taking this long. There never was a guarantee that your visa would be issued when you wanted it to be. You need to give it some more time and best to follow on ceac.state.gov.
