Standard photo paper size is 4x6. Glossy or matte. https://travel.state.gov/content/travel/en/passports/requirements/photos.html
4x6 paper conveniently fits 6 2x2 passport pictures, and you are going to need that many, 2 for 129F, 2 for medical, 2 for Embassy. 
It is pretty easy to arrange those on piece of paper yourself then print it at Walmart. 

It sounds like they gave you a line...probably because they don't know any better. Many people have done exactly that without issue.
I personally put two 2x2 photos on a single 4x6 photo and printed that at Walgreens. Then I cut them myself. Cost: < $0.50.

Just put this statement on it and sign:
