We had the same issue. Last Submitted documents were reviewed but did not show Accepted. There were some additional missing documents and status showed Incomplete. We received DQ in December 2019 and IL in Jan 2020 even though status was incomplete. It appears NVC do not see CEAC that you see. They have different system to review. 

We had Virginia address during application and interview. But we planned to move Oklahoma instead. We were able to update new address at port of entry (Los Angles). We received our GC at the new address in Oklahoma.

Mine took ten weeks, I ended up calling the SSA about four times then they gave me an appointment (social distancing one). I had to re-apply again, but took  the DS-260 to show I was in the right.

Issued Visas are still valid.
