@Sdkmu , @tawakol, I am in the same boat as you both. Based on the feeback from other members who went through the interview waiting time over the past few months, it appears interview scheduling should be this week continuing into next Week, which is first Week of October.
I agree, calling NVC is no help. It is like another black box in the state department process. Hopefully the last one of them.
Please update when you get your interview Schedule.

@qianl, I had a similar situation. I lived in a country about 12 years ago and was issued PCC when I left. Everything was manual then and now the format and procedure for that country has switched to online. I submitted the PCC I had and got a check list asking for new certificate. I wrote email explaining why I cannot submit a new PCC and the efforts I had made to obtain a new one (but failed). My email was accepted within 2 working days. So, from my experience, I suggest you write to them explaining clearly why you cannot obtain new PCC (if you can make reference to official website or documents that will help). Stay calm and respond with details…..hopefully it will work.

@Shodan's Faery, normally yes. The letter should say Something like this:
Dear Sir/Madam,
The National Visa Center (NVC) received all the requested documentation for this immigrant visa case.
The applicant is now in the queue awaiting an interview appointment overseas, where a consular officer
will adjudicate the applicant’s visa application.
NVC schedules appointments one month in advance. The U.S. Embassy tells us what dates they are
holding interviews, and NVC fills these appointments as they become documentarily qualified. Most
appointments are set within three months of NVC’s receipt of all requested documentation. However,
before applicants in a numerically limited (preference) visa category can receive an appointment, their
priority date must also be current. This can delay receipt of an appointment. You can track your priority
date using the Visa Bulletin on travel.state.gov.
When an appointment is available, we will notify the applicant, petitioner and attorney (if applicable). The
applicant can prepare now by reading about the embassy’s interview requirements online at
nvc.state.gov/interview. Thank you for your patience.

@Saanish, congrats and hope the interview will be scheduled for you soon.
Have you recieved any email from NVC confirming cc or that you are documentary qualified / now waiting for interview to be scheduled? If yes, how long did it take for them to send you the email? I am wondering cos my cc was last Week but the person on the phone told me to wait for at least a week before I will receive email from NVC. Once I get the email I can Schedule my medical appointment, which in Switzerland can take time.

Thanks @O&O, the CEAC status has been "at NVC" since the time I paid the fees (probably, even before then). Does it change to anything else while the documents are being reviewed? This is what the status check shows:

Yes this thread was created by our great Queen Saylin and the knowledge is still going forward. This thread I pray stays alive and well as many who have gone through the process or still going can chime in and help and assist.
If you're wondering about time frames, look at the fellow members right here in this thread! Study their signatures/timelines and make notes. VJ also has this awesome page. Use it! I sure did during my process That means if you are on this thread WE expect you to have an up to date timeline.

This is how my processing has gone so far for a non-pivot case from South Africa.
NVC received case 23 March 2018
Case # received on 18 May
Ds-261 submitted 18 May
Invoice Issued for IV Fee 29 May
Payment made for IV fee 29 May
Status of payment changed from 'in process' to 'paid' on 1 June
Ds-260 submitted 2 June
My application is exempt from AOS fee and documents. Hope this helps
