Yes, they are open. However, they are NOT providing the one service everyone continues to ask about. They are not processing visas or conducting interviews. They are providing U.S. Citizen services.

So now maybe you will give a little more thought to my original post. 
I said to look for embassies to reopen AFTER to EO is due to expire.
EO 23 April 2020 + 60 days = wait for it......... 22 June 2020!!
So if by chance the EO is extended for an additional 60 days "My Guess" is you will be reading some other excuse or reason for the "New" additional delay for reopening embassies for visa services worldwide.
Once again, I'm sorry that you all don't like my answer/response but I'm simply pointing out the cold hard reality of this situation.
Like it or not it's our reality. I'm not trying to hurt anyone's feelings or be a "Debbie Downer", I'm in the exact same position as many many others that are waiting for visa interviews. 
I'm just trying to tell you to set your expectations a little more in-line with reality.

This section of the U.S. Embassy provides services for individuals that are U.S. Citizens. Such as renewing passport, notary, and registering births abroad.
This section is not there to assist individuals seeking to obtain their U.S. visa and becoming U.S. Citizens.
So if you are not a citizen this section won't be helping you.
If you are a citizen and "you" specifically don't need help they won't be helping you. For instance your passport is about to expire or you just had a baby, just for example.
Not, I'm a U.S. Citizen and I am trying to get a visa for my spouse and stepchild. In this instance it's you wanting assistance for someone that is not a citizen. Therefore, this section is not there to provide this kind of service.
The "Citizenship" service that is mentioned in you screenshot is for someone that is entitled to U.S. Citizenship by birth and they will in fact assist with that.

So the FACT is that you are now guessing. You don't know why the embassies worldwide are not opening. You are simply believing what you are told from others or how the closures are being masked.
I am also a U.S. Citizen, veteran, and former gov employee. 
The point you are missing is there is no need for an EO. Close ALL embassies under whatever premises you want and offer services to no one. 
This does in fact prevent ALL new visa entry into the U.S.
So since everyone keeps asking the impossible question to answer over and over, the answer is, look for them to open when the EO expires. I'm sorry that you don't like or agree with my response but it is what it is. You have the power to vote in November if you don't like my answer.
Yes, I want to know as well but I've accepted the fact that this is most likely going to happen when the EO expires, so I will wait just like everyone else for a CR1/CR2 interview date.
