It's been 204 days and I haven't heard anything back! My PD is July 3rd at TSC. Do I need to call USCIS?

I see a lot of REF for June and some of July filers!!! What's the deal???

What does the REF means if you submitted all the required docs? Or they are just playing with people randomly?
