She should inform the US consulate that the USC petitioner has passed away and cancel the K1 interview.
If she needs to visit US for the funeral, she should apply for Tourist visa.

Hindi po it is not mandatory to register your marriage to the Philippine consulate at all. But if you want to get a new passport in your married name you have to do the ROM before you can do that.

When you renew your Philippine passport to your married name, the Philippine embassy/consulate will require you to Report your Marriage. Other than that, it is in your discretion.
