Ddo you know what is his Rating from the VA? Because, the amount you stated sounds about 70% with a wife. Now if he had kids this will go up from there.

I tried the MNL# multiple times and was never able to get 2go to recognize it. The only number it recognized was the UID code on the interview appointment confirmation letter. If the passport number or the MNL# doesn't work go for UID or vice versa. At least that is what I had to do

What you need to do with the letter from NVC is scan it and email a copy to your fiancee, she will need 3 copies for St. Lukes to do the medical.

I paid Thursday and was able to schedule just earlier today... around 2pm Philippine Time 01/20/2015.

NO. There is a validity date printed on the NOA2 , it is a 4 month time frame, the beginning date of that validity period plus a year is your limitation for completing the process. The embassy will extend your validity without you doing anything.
So figure you have roughly until the beginning of November 2015 (doing a slight PFA here) to get the visa in hand.

Fiancee visa ks good for 6 months and when she gets in USA you have 90 days to decide to marry or not. Wish you luck! ?

I don't know if my experience would help but I tried scheduling it online but it was so damn confusing. I tried it many times until we decided to just call. Wayyyyyy easier! My advice is to call so that everything is set up right. They will email you everything that your fiancee needs.

The visa fee is good for a year- ALMOST. You have a year from the initial validity date on the NOA2 to complete the visa process. NOA2 shows 4 months of validity, the embassy will extend for roughly another 8 months. You must get everything done and be issued the visa BEFORE that drop dead date.

Yes that is pretty close, only the site will not ask "when" it will show a calendar with available dates, usually about 30 - 45 days out at most, if you want a later date you will have to wait until that month becomes available.
