If you fill out your timeline it will give you a good idea when to expect your NOA2... this data is based on the sampling on this website... best of luck! you're not alone, everyone has to go those the long wait. take this time to build supporting evidence for your interview and prep your documents for the next process.

I recently got my approval from the Cambodia Embassy. Everything you send to USCIS and NVC will be sent to the Embassy. No need for second originals. Note: I did not get my originals back...

UPDATE:
On March 13, 2013, we ordered production of your new card. Please allow 30 days for your card to be mailed to you. If we need something from you we will contact you. If you move before you receive the card, call customer service at 1-800-375-5283.

Gotcha! Now I understand. I was having a mind-fart trying to figure out how to track the progress of the payment. I didn't know we'd get an NOA for it like the petitions. Do you remember how long it was after you made the payment until you got the actual notice? I made our payments last night and are going to POE tomorrow I think.
The NOA is 1-2 weeks after POE.

There is no fee for the DS 3032. This form is used to create the IV Invoice. You're fine.

UPDATE 3: USCIS is HA-LArious... Checked my case again this morning and it went from "Initial Review" to "Acceptance" again.
Acceptance
We received your filing fee and your OS155A, IMMIGRANT VISA AND ALIEN REGISTRATION is now properly filed and processing has begun. On March 12, 2013, we mailed you a notice with this information. Please check our website at www.uscis.gov for further updates on your case. If you have not received the decision within 30 days of the date above, please call customer service at 1-800-375-5283 for further assistance. If you move, please use our Change of Address online tool to update your case with your new address.
Guess i'm not getting that $165 back.... Good to know that the green card is soon on it's way.

What date did you make the actual payment?
I just paid for 3 of us a few minutes ago.
Was there anything "special" about your case that would make this happen?
AND FINALLY... how are you able to track it? I can't see anywhere on my information with a receipt number I might use to track it.
I made my payment on Feb 17. POE was March 1. There is nothing special about my case. My case is simple, man petitions for his wife, no co-sponsors.
USCIS sends a notice of action with a receipt number stating that my fee is in suspense. This receipt number can be typed into the USCIS website (same as with the NOA1)
Yeah, I always thought that Canada was the land of red tape, but going through this whole process and receiving documents that are worded in such a way that you need a dictionary beside you at all times, make me want to pull my hair out! (And I have a lot of hair)
You're absolutely right. If I see a refund in my checking account, only then will i know for sure if i'm getting that $165 back....

UPDATE 2: Case moved from "Acceptance" to Initial Review"
"On March 12, 2013, we determined that a filing fee for your OS155A IMMIGRANT VISA AND ALIEN REGISTRATION is not required. This case is being processed at our TEXAS SERVICE CENTER location. We mailed you a notice describing how we will process your case. Please follow any instructions on this notice. You will be notified by mail when a decision is made, or if the office needs something from you. If you move while this case is pending, please use our Change of Address online tool to update your case with your new address or call our customer service center at 1-800-375-5283."
Does this mean I will get my $165 back????

UPDATE:
Called again this morning, cause we all know that one call to USCIS doesn't get you anywhere.
Spoke to a T2, again. I was told that contact the Debt Management @ 802-288-7600.
Called Debt Management, I was told that USCIS collects the fee and puts it in a suspense account during which they will check your case to see if it qualifies for a fee wavier. I asked was the conditions for a fee wavier was but the rep didn't know all. She said, one condition was economic hardship (state assistance). If you qualify for a fee wavier you will get your $165 back. It takes 7-10 business days to get this done and a new notice will be sent out. Additionally, you can check the status of your case on USCIS website with the receipt number. Hope this help future applicants.

I called and was told to wait for it to be processed into the system. I paid the fee about 3 weeks ago...

Once they assigned a number will they send it to me ASAP, do they have a hold time?NVC does email the Case number and INN; given that they have your email address on file. Getting your case number via email takes a few days from when its entered into the system. I recommend calling everyday, this way you'll get your case number early and you can have your beneficiary submit the Choice of Agent via email early. This will allow for an early IV Invoice. Usually the email with your case number is sent out the same time when your AOS invoice is available.
