http://www.weddingofficiant.us/marriagelicensewi.htm
Out-of-state residents desiring to be married in Wisconsin may
apply for a license in any county, but then must be married
within that county.
Looks like out of state can even get married in Wisconsin - they just have to apply for the marriage license in the specific county in which they plan to marry .....

Follow the K1 Visa guide here on VJ, as already mentioned, it's a terrific guide! Also, wouldn't hurt to attach (frontload) as much evidence of relationship as you can include with your petition (mentioned in the guide). That will reduce chances you are delayed by any RFEs from USCIS. Good Luck on your Journey!

Here is the Application Fee info from the OF-169 form...
As of April 13, 2012, all K nonimmigrant visa applicants must pay a non-refundable application fee of 240USD (or equivalent in RMB) at a CITIC Bank prior to the visa interview. The fee can be paid at any of the designated branches of CITIC Bank in mainland China. For more information, please contact CITIC Bank national Customer Contact Center at 95558 or visit its website at http://www.ecitic.com/bank/personal/chuguo/5.htm. Please submit the payment receipt at the visa interview.

I was going to pay the $240 application fee online for my Fiancee, the web page is completely in Chinese, though.
You don't have to pay it before package 3, you do need to have a receipt of it being paid at the interview, though. I think it can even be paid during the first document intake day, if I am not mistaken.

Hawkeyez, looking at the Guangzhou reviews, I think the ratings would average much lower if only 50% were getting approved. I notice 72.2% that have rated gave either a 4 or 5. Like A&B, I plan on just making sure we have all the evidence categories covered well, and my sweetie is well schooled all about me. I'm glad she is not a member of any of these QQ groups you guys mention- sounds like when they talk, they end up just reinforcing each other's fears.

You're not a lurker any more! Congrats! We all know what a good feeling it is!
-
Congrats!
Best wishes on the rest of the journey!

Thanks again, and best wishes to you. Hope your wait for the packet 3 is as short as possible.
-
Thanks, perfect timing for us would be the last week of August or first week of September. Flight prices drop a lot then. Like A&B, I plan on being there for the interview (even though can't go in), for moral support, and to deliver some of the Docs she needs.

I used the GUZ consulate e-mail form to ask them if they had received our file from NVC yet, and the very next day, got this response from them...
Thank you for your email.
We have already received your beneficiary's file and have sent Packet 3 to her address.
Sincerely,

I have a question about the DS156. Question 18. "Spouse's Full Name (Even if Divorced or Separated). Of course, my Fiancee currently has no spouse. On the example filled out form on VJ, the person was never married. Does my Fiancee, who was divorced some years ago, put down her previous spouse's name here, and his DOB on question 19? Thanks.
-
Thanks for bringing this up, and I'm glad to see what I would have thought anyway, that it is no problem at all. My Fiancee is considering the same thing (sticking with Chinese custom on not changing her name), although she has not decided yet, and I am perfectly fine with whatever she decides to do. Good luck on your Journey!

My petition was in a group, that in early May, after they got the NOA2 approval, the CSC did a stupid thing and sent a bunch to the wrong place, so it added a lot of extra time getting it to the NVC. Your time from NOA2 to NVC should go much faster, but I think there is still a log jam at NVC now getting cases assigned, because all the misdirected ones are finally there now, in addition to the normal influx. Good luck with the rest of your journey!
-
Congratulations!
It may go fast from the NVC to your Embassy, to packet 3, but there is also a time from USCIS approval notice to NVC receiving.
For us, it took 55 excrutiating days from our NOA2 approval notice from CSC until NVC finally says "we have your case" , and gave it a case number.
-
Congrats!

Call the US Embassy in Philippines right away, have your case number handy, and tell them you need to get two K2 visas done for your children to follow. They will tell you what to submit, etc.....
-
My Fiancee wroter her letter of intent, using Chinese custom of surname first, given name second (we made sure all forms were filled out correctly), and we got our NOA2 approval just fine.
-
There is a June 5 NOA2 from VSC for Kyiv wilth an interview date of July 23, so that one was 7 weeks from NOA2 to interview, see this link
-
WOW ! - Congrats! - wonder what the record is? My file was "enroute" from CSC to NVC after my NOA2 approval longer than your wait between NOA1 to NOA2 !
-
Congrats and best wishes...
..14 months with a first interview denial...... I should shut the heck up with all my bellyaching about how long it took NVC to get my case after my NOA2 !
-
Congratulations!
-
Congrats on finding a good price!
Actually, there is a Ferry direct from HKG to ZhuHai, don' t even have to leave the Airport - Go through customs at the Ferry station in ZhuHai. Last Ferry is at 8 or 9 pm (can't remember).

Hi Unlockingsky - I know Cathay Pacific is slightly less than United, and they pretty much mirror United's direct flights back and forth between HKG and ORD, but it's just that I collect many points on United because of Business travel during the year (company preferred airline). I bet CX is a better flight experience than United, as well.

Hawkeyez,
Looks like you have returned the packet 3, so you will be getting your interview date soon. You are planning to be there with her for it, as I recall? Have you visited the rest of her immediate family? Maybe during your interview visit, you can visist with her Mom and family? My Fiancee and I did not visit the rest of her family until my third visit, because for the first 8 months of our relationship they kept saying she was crazy, and they did not endorse her actions. Well, on my third visit to her, we spent some time with the rest of her family, even though it involved a long train ride both ways. We also gave her parents a 3000 RMB "gift" (about $500). The visit went well, and her family endorses the marriage now, and accept what she is doing.
Frustrated at this broken, broken system

It's funny that right after I told my congressman that I wanted to know who was in charge of the USCIS CSC, because I was going to make it my mission in life to get that person fired, that the NVC suddenly got my file (after 55 days post NOA2) My file was in those groups that the CSC "accidentally" sent to a storage faciliity after approval! Can you believe that? This system definitly needs fixing!
