Just a question related to your timeline: so you've mailed your application before the public charge took effect and still received your application back. But how did you respond? Did you include proof that you mailed it before the due date? Or you just filled again with all the requested documents?
The reason I am asking that I had a similar case, but I receiced RFE and the application was not rejected (received NOA 1 month earlier). I replied with proof that I mailed before the due date (waiting for their response on that)

Their website says that "Postmark date must be before Feb 25"; mine is the 22th, unless if we have a different definition for "postmark".

Hi,
I am wondering if any of you have experienced this situation. My AOS application was mailed before the deadline of Feb 25 - when the new rule was implemented - and I have proof from the post office with tracking number. However, I received a RFE asking me to complete the form and attach the documentation. Some people told me to just do it, as most of the documentation are not hard to get.
but honestly, my finance hasn't been great since I came here, unable to work for more than 10 months, no health insurance...these will impact me, if taken into account. (I never received any assistance, fyi). I would like to reply to the RFE with the documents that I have, add the proof that this rule doesn't apply in my case, and notify my area congressman in the meantime.
So, if anyone has seem a similar case, I would like to share experience because I don't want to make the agent mad at me, and delay my case for perpetuity...(feel like I am living in a dictatorship, where I have to kiss everybody's ### for something I am allowed to have).

If the RFE specifically asks for that, just send what they ask. Trying to fight USCIS might delay even more your application.

That doesn't make to me because gathering the papers will require me significant energy. Unless I am losing my English comprehension, the release note is clear:
"USCIS will now apply the Final Rule to all applications and petitions postmarked (or submitted electronically) on or after Feb. 24, 2020. For applications and petitions that are sent by commercial courier (e.g., UPS/FedEx/DHL), the postmark date is the date reflected on the courier receipt. "
My receipt says the 22th.

I received the RFE; I understand what you are saying but the release notice says this:

Just a related question: do you guys think it's worthy disputing an RFE for I-944 when you have actually sent your application before Feb 25th? I want to dispute mine as I have proof that application was post-marked on the 22, but they signed for it on Feb 25 in Chicago. The law is law, but I don't want to grumpy officer to hold my case pending for years for no reason...

I have been thinking about similar questions, but my guess is you will be at the end of the line in VA; that is the worse case scenario.

I sent a request to expedite my EAD, however they responded saying that Biometrics are needed, and that the case is on hold until the opening of offices in June. So fingerprints are required for most cases, if not all.

I don't think so since the offices are closed. I asked to have my EAD expedited, but they replied saying that I need Biometrics, and that the offices are closed until at least June: Case on hold until further notice

I am assuming it is very much possible to receive an EAD without having done biometrics.... my last fingerprint was at the port of entry.Interesting...And you didn't request to expedite?

As for me, the magic has happened today! It seems like they finally found my application after almost 2 months, because I just saw 3 charges on my bank accounts for the fees.
Maybe they will tell me that I am still using an incorrect form or other issues, but I feel a bit relieved for now

No update! Yesterday was the beginning of my illegality in this country...When I called Monday, there was still no news about my application, and the rep said she couldn't do anything. Then, I thought that since it is the rule to stay in the country once the application is submitted (unless you want to abandon the application), I might as well follow that rule, and stay put. Basically, I can't go anywhere because my application is pending.
However, how long do I need to wait? My life is on hold in-definitively until further notice...What if my application was lost between the person who signed for it, and the data entry guy? Will I ever get a notice for anything? What if after months of wait, they still come back to me saying that my application is rejected because I used the wrong form?
I even started playing with the idea of withdrawing it, and then re-sending it back (with the new forms)....Or maybe fax them an expedite request for work permit, hoping that will trigger some sort of response from them...These are my plans next week

I also filed around the same time, no single response. I have called twice already but they still can't find anything in the system...Worried AF because my visitor visa is expiring soon!

It sounds funny to you but it is not for people like me who are in similar situation. Filing the application and having it delivery, without having the receipt, could become a bigger issue. Everyone knows how irrational these immigration officer can be....What if they return the forms for any small error? then its no just a few days of illegality; it might take a few weeks again...During that time, anything can happen....and the beneficiary might be banned for a very long time, at least in my opinion...

Yes, I agree. It's part of the same process that reminds me of my third world country, where no accountability or law exist...There, for example, when a police officer said you are wrong, even when you are right, you are still wrong and must comply to whatever she asks.
