The memo could be a way to cut the growing immigration court backlog. The staggering list of cases in immigration court, which number over 1 million, is unsustainable, officials say. Some cases take years to be heard.

The Department of Homeland Security recognizes that the unjustified Russian war of aggression has created a humanitarian crisis, the memo outlining the exemption process for Ukrainians said.

For most newly arriving Ukrainians, this means they would be allowed to stay for at least a year under a provision called humanitarian parole and wouldn t have to apply for asylum or other protections during that time. On Thursday, in Poland, President Biden announced plans to accept up to 100,000 Ukrainian refugees. It is unclear when they might start arriving in the U.S.

Things are less clear for Russians. In recent months, thousands of Russians seem to have been allowed to ask for asylum and given court dates to begin asylum proceedings. But in recent days, growing numbers have been turned back and told to wait in Mexico, according to immigration advocates, migrants and others.

Anastasiia Davidson, a 19-year-old hookah-bar barista from Kharkiv whose husband is an American, said she and her family debated where she should go in the lead-up to the war, choosing between Canada and Mexico. They settled on Puerto Vallarta, Mexico, a beach resort she had visited in early February. She decided to meet up with her husband at the border in Tijuana on Sunday, after the memo authorizing exemptions for Ukrainians was issued.
Ben Davidson, her husband, said the plan was always for Anastasiia to join him in San Francisco they have already applied for a visa but the war sped up the process.
She was going to wait out the U.S. immigration system in Ukraine, but now she has no home to go back to, Mr. Davidson said. We were planning on her going to Canada, but it looks like she s going to be able to come in.
Ms. Davidson said the rest of her family has stayed in Ukraine. My house already was bombed. My grandmother s house was already bombed, she said, adding that her uncle was killed on the second day of the war. Every day it s like a nightmare.
Ms. Davidson and her husband flew home to San Francisco Sunday afternoon.

U.S. intelligence officials are privately bracing for a massive influx of more than 170,000 migrants at the Mexico border if COVID-era policies that allow instant expulsions during the public health emergency are ended, sources with direct knowledge of the discussions tell Axios.

The response under way includes a newly created and previously unreported Southwest Border Coordination Center (SBCC), essentially a war room to coordinate an interagency response.
Why it matters: Border officials have used Title 42 more than 1 million times to rapidly expel migrants at the southern border without hearing asylum claims. But the Trump-era order wasn't set up to be permanent, and senior Biden officials are preparing for its end as the virus is brought under control.

Department of Homeland Security intelligence estimates that perhaps 25,000 migrants already are waiting in Mexican shelters just south of the border for Title 42 to end.
On Wednesday, DHS Deputy Secretary John Tien asked employees "to consider stepping forward to support the DHS Volunteer Force," citing large numbers of migrants at the southwest border, according to an email seen by Axios. The email seeks general support for U.S. Customs and Border Protection and help with data entry.
Sources spoke to Axios on condition of anonymity to discuss sensitive internal conversations.
What they re saying: White House spokesperson Vedant Patel did not confirm or dispute specifics of Axios reporting but said in a statement, Of course the Administration is doing our due diligence to prepare for potential changes at the border.

"That is good government in action, the statement said. As always is the case this Administration is working every day to provide relief to immigrants, restore order, fairness, and humanity to our immigration system and bring it into the 21st century.
Behind the scenes: Internal discussions have raised alarms that human trafficking networks throughout Mexico and Central America will exploit the situation to "generate a mass migration event."

Top Biden officials representing multiple agencies have been meeting to discuss a whole-of-government plan to deal with the potentially record-breaking spring influx of migrants. DHS has branded it the Southwest Border Mass Irregular Migration Contingency Plan.
The plan is sweeping, reflecting how serious the Biden administration believes the situation could soon become, worsening a border surge that has troubled it from the beginning.

The Biden administration is considering expediting the resettlement of Ukrainian refugees with US ties, including family already living here, according to a US official. This comes amid growing calls from advocates to do more for the millions of people fleeing war-torn Ukraine.

President Joe Biden and Vice President Kamala Harris have repeatedly committed to welcoming Ukrainian refugees to the US, but the reality for those trying to reconnect with family in the US is different given the limited ways Ukrainians can legally come to the country.
Nearly 3 million people have already fled Ukraine into neighboring countries, according to the United Nations' refugee agency. While most Ukrainian refugees are likely to stay in Europe, there are those who want to come to the US where they have family. There are more than 1 million people of Ukrainian ancestry in the US, according to 2019 census estimates.
But the options for Ukrainian refugees looking to come to the US are limited. The US refugee resettlement process, for example, can take years to complete, prompting a push from advocates to expedite the process for people who already have relatives in the US and could more easily settle down where those family members are located.
