US Immigration from Peru

My sister is entering her COS request from Tourist visa to Student and her I-94 will expire Oct 14th 2023, I know it won't take 2 months for it to be approved. Will she be deported or does she have legality until the COS is approved or denied? Thanks

My wife's family wants to get visas to come visit us (from Peru). Her parents I am not worried about at all as they both have career jobs, have a house, bunch of property, etc. However her brother only works for his dad and lives at their house. He had brain surgery last year to remove a tumor and has occasional seizures when he gets lax on his medication. My wife's mom does not want to leave him alone as she has to be there for him although he is generally healthy. Does this factor in at all in the application process? Obviously he doesn't have a case for "strong ties to the country". My wife got rejected for visitor visas twice before our K1, so they are worried about it. Not sure if any other visas would qualify if they wanted to get him looked at by a doctor here (want to see if there is any kind of other medication he could take). But their main goal is just to visit us so don't want to come across as untruthful to the embassy. Any advice is appreciated.

My husband's sister wants to come visit us and she's adamant that she was told there are currently no tourist visas from Peru being approved. I haven't been able to find anything on Google. I was thinking maybe they've maxed out the number for the year, but she told us this in February. Does anyone know? We've lived here for 9 years and none of his family has ever come to visit. Haven't even tried but now we have a 2 year old and they would really like to visit and have the means to do so.

My husband's younger sister is wanting to study in the US. It makes the most sense for her to study somewhere local to us to have family support (all other family is in Peru). Financially, she is unable to pay, but we would help her out. I'm just getting started in the process and am wonder if we can sign some sort of affidavit of support saying we will be responsible for her financially? What is the best way to handle this? Also, would her wanting to study in the same city as we live be seen negatively by immigration at all?

As for english language proficiency - is there a specific test she needs to take?

She is also hoping to find a job here and be able to stay, but that isn't 100% of her decision. Regardless of where she ends up working, a US degree would give her more opportunities. She's most likely going to continue studying computation.

MIL had her interview today in Lima, Peru. They kept her passport but gave her a list of documents that she needed to upload:

1. The one in the Subject Line.

2. Original W-2's for petitioner and household member.

3. An IRS Transcript

We provided Taxes for this 2022 year.

Does anyone know what this Migratory Movement thing is all about.
