Fiance has been legally residing in Japan for 6 months, but just moved cities... Where will the interview be?

Title says it all really, I have seen people saw on this board that you need 6 months of legal residency somewhere to get an interview in that country. Well what does that mean? 6 months without moving to another city in the same country? She has lived in Japan and only Japan for years, does it matter that she has moved to another city? And is it 6 months from the time of applying or NOA2?

Even writing in pen pushes the limits of the space provided, does the following sound like a good plan?
Writing the address in pen to the best of my ability and also putting an index card over the paper in the binder?

Oh also, my fianc is Filipino but has lived in Japan for 6 years, can we choose Tokyo for the interview location?

Sorry but this form is about to make me pull my hair out. I am to understand that a FOREIGN TAX RETURN is needed for the immigrant? We're already here together in the US, this is really difficult to get.

Any insight here? Plus, if it's a FOREIGN TAX RETURN IN A FOREIGN LANGUAGE, would we then be required to get a certified translation on top of that? This is absolute madness if so.

HI All,

I have 10 years of Green card based on my wife. I had criminal record, took plead guilty 240.20 (disorderly contact) and 2 years of probation which is already over.

I have passed 5 years without any criminal record. should I apply citizenship?

I applied n400 on 2017 based on 3 years of marriage , however I have rejected due to this criminal record on OCT 2015.

please help me to take right decision?
