Absence of any sort of police record, could be one way.

thank you . I've found some affidavits of good moral character but they all are for adoptions, churches, etc. nothing for immigration.

In the Philippines, this is how our Affidavit of Good Moral Character looks like:

That I am the parish priest (or minister/deacon) for St. Rose Catholic Church located at ____________________;

That I personally know Carla-Justin, resident of _______________, as he has been a parishioner for the past ________ years;

That I know him to be a person of good moral character;

That this affidavit is being executed for whatever legal purpose it may serve. (or: to support his/her application for a U.S. visa (or green card).
