I have a completed I-134 completed and notarised by my fiancees parents. Included is details of all income, tax return copies, share details and certifiates which prove he is way above the poverty line.

Does my fiancee still need to fill in a I-134 and have it notarised, even though everything will be nil? Should she also sign a covering letter saying that her parents are the sponsor? Or does the financial sponsor not actually need to be the fiancee, just proof of financial support?

Yes, the petitioner must submit a fully and accurately completed and notarized I-134.

YES, because

A) your finance is one the main sponsor(petitioner) even if they do not have income or assets you will still be expected to file one and they will expect one from you also at USCIS or embassy

B) then the cosponsor does their part or I-134.

C) I would also include a cover letter explaining what you did and why on top of I-134fs, for they do read that and it helps them process more quickly and accurately.

D) looks good on the notarized financial proof and I-134 form

E) in dealing with USCIS (American government in general) it is better to have more documents and proof than not enough, for example it is tricky on the questions of their forms they ask or say it is optional or you can do this or that, but speaking from experience, just send in everything they ask for even if it is optional. It will save you a RFE or them denying it and asking for more information thus delaying process. I just wish they would say clearly in black and white to direct everyone we have to have this and this and no exceptions for they confuse people with saying you can do this or that or this or that is optional to supply us with proof and which case they expect it anyway, so why not just say it up front. What they mainly look for at this stage is proof of current income, example is copies of W2 earnings statement from employer for most current year, or past 6 to 12 months paystubs from work, 3 years of most current tax return(1040) to prove stable level of above poverty guidelines. Letter of reference from employer, bank statements for past 6 to 12 months, letter of reference from bank. I know all this for I able to ask a USA embassy worker for 8 hours on a flight back from my fiance's country during holidays two years ago, I was lucky I mean how many times do you get to have personal one on one access to someone that has knowledge about things I am about to have to deal with, but we were seated next to each other and got to talking and he happened to be only person on flight speaking English also, anyway I picked his brain and asked him everything I could to make most of the time and he told me a lot of great tips and information which I used when I applied for K1 and AOS. IT worked well.

The one filled out by her parents notarized will be great, BUT she will have to fill out one also since she is the petitioner/K1 filer even if she will not have income to support you above poverty guidelines. THUS one from your finance and one from your in laws to be. I know it is not logical or seems like extra form for nothing but that is how it works in USA federal government, if their checklist says they have to have one of those whether it is immaterial or not they will expect it or require it.

Your fiance still needs to fill a I-134 and it can't be blank, whenever he doesn't have info since he doesn't make enough or he doesn't work he'll still write NONE or N/A depending on the case and would inform if he's unemployed or a student.
