Help - understanding timelines

I'm trying to figure out the K-1 timelines. I'm looking first at the graph for VSC for NOA2 approval which is 120 days. Going to the processing times page I see the overall average right now is 194 days, but if I add up all the individual steps it is way over this, example for VSC, Step 1 is 10 days, step 2 is 120 days, step 3 is 28 days, step 4 is 9 days, step 5 is 6 days, and step 6 is 69 days...10 + 120 + 28 + 9 + 6 + 69 = 242 days, which is way over the last graph where the overall is 194 days currently...what am I missing here?

Going out on a limb here (becase am not certain where your step-by-step times are from), but it sounds like you're mixing NOA2 times and visa-in-hand times.
