When do I apply for Removing Condition?

Is it 90 days before our second anniversary. Or is it 90 days before the greencard expire?

I think 90 days before the GC expired.

you can file anywhere between 90 days and the day the green card expires but it is best to file it as soon as possible within those 90 days...

Check the expiry date on your GC. Then, you can apply 90 days before the 2nd anniversary of that expiry date.
