I find this to be very frustrating. Vermont has been stuck at 7/25/07 for the last 3 or 4 updates. Especially frustrating as ours was mailed on 7/28.

I'm sure that the main reason for the slow progress this year is the fee increase which came into force on 30 July.

The Service centers have been inundated with all kinds of applications (not only citizenship applications) from folks trying to beat the fee increases.

The USCIS say they have placed citizenship apps second in priority

See here

We have to wait until they get through the all the apps. who have more priority than we do (I485?) - I hope it won't take much longer! This week's receipting update hasn't appeared yet. I'm hoping that TSC will have moved on more than one day this time. Last week it was still at 18 July.

I don't think that's *quite* true. They haven't completely stopped work on N-400 applications altogether to process other higher-priority apps; they've just slowed down work on N-400s by reassigning some people who would normally process them to work on applications with higher priority. So we don't have to wait until they adjudicate every single I-485 application filed since July before they start receipting the N-400s; it's just taking [a lot] longer than it would have if they hadn't reassigned people.
