Ugh...where to file?

Hey again, we were going to file our application a few weeks ago but we are just not getting it sent in, I needed to get it sent but it seems things changed July 30th...I was looking at the website and first it said...

Any help would be appreciated, and the sooner the better so this can be sent in

The second link is the correct one, as it says at the top - 'Effective July 30, 2007.'

Since its after July 30th...!
