Can both the petitioner and beneficiary create a log on to the USCIS to track the application?

I want my fiance to see the steps too, but the MFA makes it a little inconvenient especially with working times and time difference of 6 hours. Thanks

Yes, you can both create logins, but there is not going to be any update between receipt and approval of the petition, unless they send an RFE.  What is happening is they are adjudicating a petition, not processing any application.  Note that USCIS does not issue visas.  You approved petition will be sent to the National Visa Center, part of Dept. of State, then on to the US Consulate in London.  Watch your emails and US Postal mail.  This is a hurry up and wait process.  Your petition is just sitting waiting its turn for a human to spend about 20 minutes with it, usually just once.

Both the petitioner and the beneficiary can track the receipt number with the USCIS online case status.

After USCIS forwards the approved I-129F application to NVC, the State Department assigns it a different case number, which can be tracked with the CEAC stat tracker by both the petitioner and beneficiary.
