Cases always get transferred from NVC to embassy without any action from the applicant. This is normal.

 

Are you saying it got transferred to the wrong embassy?

 

Regarding scheduling of appointment, most consulates do that on their own. When cases are transferred from NVC to them, they are put in a queue. They then send interview invite in chronological order. Most consulates have a multiple month wait (some more than a year). You don’t book the appointment.

 

In a select few consulates you do have to book it yourself, but you would informed by email, that you would have to do that.

 

Your timeline here is a bit confusing, but if your embassy is Ghana, they you don’t book the appointment, the consulate schedules it.

You posted this under IR-1/CR-1 spousal visaNVC schedules interviews for spousal visa cases.  Are you sure the case isn't at NVC?

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

What do you mean it got transferred without you knowing? What does your online status say now? 

 

As said above if it’s a spousal visa you don’t have anything to do with the interview being scheduled, it’s done for you. Once your case is Documentarily Complete at NVC (i.e. you’ve paid the fees, completed the DS-260 and had docs accepted) then you’re added to the line for an interview and will be contacted by NVC when it’s scheduled. It won’t be sent to the consulate until the interview has been scheduled, it stays at NVC until then. 
 

It’s a long line for Ghana, approx 2 years wait for an interview letter so if your timeline is accurate and that’s your consulate you won’t hear anything for quite some time.
