I filed a U.S. immigration petition for my sister, and the priority date is October 30, 2008. The priority date is now becoming current under Chart B (Dates for Filing). We expect the National Visa Center (NVC) to contact us soon to pay the Immigrant Visa (IV) fees, submit the Affidavit of Support, and upload the required civil documents.

my sister is a housewife currently residing in Dubai with her husband. they moved to Dubai about 8 years ago.

At this stage, can she request to transfer her case from the U.S. Embassy in Islamabad to the U.S. Consulate in Dubai?
How long does a case transfer typically take, and what is the process to request this transfer?

She can. She needs to contact NVC as per this link - https://travel.state.gov/content/travel/en/us-visas/immigrate/national-visa-center/immigrant-visas-processing-general-faqs.html#ivp13

 

But personally I'd wait until she's actually nearer being eligible for a visa and then see where she's living and which consulate is quicker. At the moment, Abu Dhabi has am much longer wait than Islamabad, and so she may decide to fly back to Pakistan and interview there instead.

At this point, it’s best not to request a transfer. Instead, she should go ahead and pay the Immigrant Visa (IV) fees, submit the Affidavit of Support, and upload the required civil documents as instructed by the NVC.

Once her priority date becomes current under Chart A (Final Action Dates), she can then re-evaluate her situation and decide whether transferring the case to the U.S. Consulate in Dubai would be appropriate.
Is that correct?


also, how can we check immigration Visa wait time for each embassy/consulate? especially U.S. Embassy in Islamabad & U.S. Consulate in Dubai

Yes, that's what I'd do - but her call obviously. You can check it here - https://travel.state.gov/content/travel/en/us-visas/visa-information-resources/iv-wait-times.html

 

Note it's not Dubai, it's Abu Dhabi, which does all immigrant visa interviews for the UAE. Dubai only does NIV's.

I don’t think Government of India allows Pakistani nationals on any visa to India other than diplomatic status. India government don’t even allow US nationals (born citizens) with Pakistani heritage (parents or grandparents from Pakistan) to India even for visiting.

now becoming current is not current 

F4 is 8/sept/08

 

you need to become dq'd at NVC for case to be sent to whatever embassy u need it to be (if legal resident of the country)

so, u are not yet ready for any actions

Good catch, sorry I said India, I meant Pakistan. Apologies to OP.
